Generally, knowledge gained from books is theoretical, that gained from experience is practical. It is difficult to answer which is more important to we people. It depends on the phases and events of our learning.
Knowledge learned from books is (instructive教育性的,) which perhaps cannot learn directly from experience. We often hear thunders and see lightning in the sky, and we can easily find that lightning will be seen sooner than sound will be heard. According to our experience alone, we cannot tell why it had happened. But when we learn some physics in textbooks, we will find the answer clearly that because light travels faster than sound does, it takes less time for light to travel the same distance than for sound. Therefore, book knowledge can inform us some useful theories that can give us general ideas and help us understand the real phenomenon better.
In turn, practice knowledge check out the theories gained from books. There is an old Chinese saying that practice is the only criterion of inspecting the truth. So not all knowledge from books is credible, even false. When Aristotle wrote in his transcripts that the earth is the center of our planets, no one doubts this for centuries. However, when Galileo read about it, he did not suspect it at first, but when he made some observation and research, he found it is not the truth. Then comes the new theory—Sun center theory.

Then the water travels through the water pipes to the reservoirs. Then it travels through the water pipes to the river and to the special factories (we call water plants) that purify the water. When the water is purified, we can drink it. Please don’t leave garbage in the water on which we line, and keep the water clean.

根據(jù)新聞上說“熱潮由來已久，不僅普通公眾多有怨言，一些專業(yè)人士也紛紛對此提出批評質(zhì)疑。不久前，教育部前發(fā)言人王旭明通過微博呼吁取消小學(xué)英語課，令英語教育再次成為大眾關(guān)注的話題。實際上，這樣的質(zhì)疑從未平息，20xx年全國兩會期間，畢業(yè)于北京大學(xué)英語專業(yè)的全國政協(xié)委員俞敏洪接受記者采訪時明確表示，“中國人從幼兒園就開始學(xué)英語，評職稱還考英語，這是很荒謬的事”。中國教育學(xué)會會長顧明遠(yuǎn)則大聲疾呼：“普通高考要減少考試門數(shù)，可以數(shù)學(xué)和語文為主”，對外語有要求的專業(yè)，“外語可參照全國等級考試成績，不必納入高考”。

任何語言首先都是一種工具，通過學(xué)習(xí)語言來滿足人們溝通交往的需要。然而，在傳統(tǒng)的應(yīng)試教育模式中，英語的溝通屬性大打折扣，充其量不過是升學(xué)就業(yè)的“敲門磚”。應(yīng)試化的英語教學(xué)背離了英語教育初衷，不少地區(qū)學(xué)校為使學(xué)生獲取高分而推行“啞巴英語”和“聾子英語”，即使學(xué)生能考出卷面高分，但卻沒有實際交流能力。更為重要的是，雖然學(xué)生時代花費(fèi)了大量時間精力在英語學(xué)習(xí)上，但多數(shù)人在實際工作中卻很少用到英語，乃至于走出校門不久就將英語“全部還給了老師”。當(dāng)英語教學(xué)徹底淪為應(yīng)試教育敲門磚的時候，理應(yīng)對此進(jìn)行相應(yīng)改革，從高考源頭做起無疑是一種可行之策。
實際上，江蘇高考新政并沒有完全取消英語考試，而是將“一考定終身”調(diào)整為考生每年可參加兩次英語高考，選取成績最高的一次作為高考成績，與此同時，英語考試只計算等級而不計分。顯而易見，一年兩考將大大緩解“一考定終身”的壓力，而英語考級也更多展示出一種素質(zhì)教育的思路——英語并非不再需要，只不過是換了種形式進(jìn)行考核，如果考生有興趣和需求，完全可以在高考前“過級”，而不必將壓力帶到高考。沒有了考試和升學(xué)的壓力之后，“平易近人”的英語也許更容易引起學(xué)生溝通交流的興趣，從而使英語教育回歸本意。
與任何新生事物一樣，江蘇省此番高考新政仍有亟待補(bǔ)充完善之處，其中，最引人關(guān)注的莫過于，由誰來組織英語考試并計算等級，通過怎樣的程序設(shè)計來保障這一新政的公平和公正。除此之外，令人仍心有疑慮的是，英語考試改革本身是為減輕學(xué)生的`應(yīng)試壓力，但在應(yīng)試教育大環(huán)境沒有顯著改善的背景下，英語教學(xué)所“節(jié)省”下的時間，是否會迅速被其他學(xué)科擠占呢？雖然這些問題已超出英語教學(xué)本身，但卻是關(guān)系到新政能走多遠(yuǎn)的關(guān)鍵所在。江蘇高考新政之所以引發(fā)普遍關(guān)注，不僅是因為應(yīng)試英語飽受詬病，同時也是因為公眾希望看到以此撼動應(yīng)試教育機(jī)制的堅冰，希望這是高考改革的序曲，而不是“絕唱”。
